In March of 2017 detectives from the Rockford Police Department Sensitive Crimes Unit began assisting with a multi-jurisdictional investigation into the alleged sexual assault of a female victim, who was 14-years-old at the time of the incident. The incident was originally reported to the Beloit Police Department and the investigation eventually included special agents from the Rockford Office of the Federal Bureau of Investigation and the Federal Bureau of Investigation – Milwaukee Child Exploitation Task Force.
During the investigation it was learned that the suspect, 34-year-old Raymond Brown of Rockford, had used a social media account to contact the underage victim for the purposes of engaging in a sexual act. On March 12, 2017 Brown travelled to Beloit, where the victim lived, to pick her up and transported her back to a Rockford hotel where he sexually assaulted her. The investigation resulted in the arrest of Brown and federal charges being filed against him by the United States Attorney for the Western District of Wisconsin for transporting a minor across state lines for the purpose of engaging in a sexual conduct.
On September 7, 2017 Raymond Brown pleaded guilty to the charges in federal court and was subsequently sentenced to 20 years in federal prison.
No further details are available due to the nature of the incident and the age of the victim.
