They were in the food court at Cherryvale Mall on Friday December 22nd 2017 approx. 5 PM.
Officers and security stopped a man who they thought was suspicious and was impersonating a police officer. They later arrested 21-year-old Rick A. Davis. He was booked in the Winnebago County Jail on no bond and has a court date set for December 24th at 1:30. His charges are FALSE PERSONATN/PUB SFTY ORG 720 ILCS 5.0/17-2-A-4
Rockford Scanner Fan Casey Casimer Kalata: “I was in the food court and got a smoothy and turned around and seen the cops and the security walking together, so that caught my attention. They walked up to him sitting with his friends eating and I heard the officer say how they had concern with him and the dog, and how it had “police” on it.
That’s when I pulled out my phone. I over heard him say he was from another area but can’t remember for sure where it was.
They asked to see his ID, He gave it to them and they gave it back.
Talked another couple min at the table, then thy went on to ask him to step away from his group and that’s when the security guard got in my line of sight.
At that point they asked for his badge and they did not return it.
I think because I was recording they started to take him upstairs”
Officers confirm they did arrest the alleged suspect for impersonating an officer and he is booked in the Winnebago County Jail on no bond.
Note: He was legal to film, since he was in a public space and stopped, when asked to by security.
