On Thursday, December 21, 2017 around 7:15pm, Rockford Police were sent to an address in the 700 block of Oakley Avenue in reference to an aggravated vehicular hijacking. Officers met with a 26 year old female victim who stated that sometime around 6:00pm, she was seated in a vehicle parked at an address in the 300 block of North Avon Street. The victim stated that while seated in the vehicle, she was confronted by a black male suspect who was armed with a handgun. The suspect told the victim to exit the vehicle and she complied. He then fled the scene in the victim’s vehicle.
Shortly before 11:00pm, Rockford Police SCOPE officers located the vehicle occupied in the 5700 block of Forest Hills Road. Officers attempted to conduct a traffic stop but the driver rammed the squad car then fled northbound on Forest Hills. The driver lost control of the vehicle and crashed at Forest Hills Road and East Riverside Boulevard. The driver was then taken into custody. He was identified as 19 year old Rockford resident, Joel Jackson. Neither the officers nor Jackson suffered any injuries.
SCOPE officers conducted further investigation. Based on this investigation, the case was reviewed with the Winnebago County State’s Attorney’s Office. They authorized the following charges against Jackson:
Aggravated Vehicular Hijacking
Aggravated Fleeing to Elude
Possession of Stolen Auto
Criminal Damage to State Supported Property
Aggravated Assault to Police Officer
Failure to Reduce Speed to Avoid an Accident
No Valid Driver’s License
Jackson was transported to the Winnebago County Jail and lodged.
This is an on-going investigation. No further information is available at this time.
The charges against Jackson are merely accusations. He is considered innocent unless proven guilty in a court of law.

Vehicle is a Green Pontiac Bonneville with tape on the side mirrors. License plate of or similar to Q937341
Suspect is a black male around 20 years old, 5’5, thin build, grey hooded shirt. Armed with a gun.
Last seen southbound in the 300 block of Avon.
RPD are encrypted and has not released any information. Thanks to the confidential source were were able to know what was going and suspect information. Keep up the great work!
RPD release: Officers responded to the 300 block of North Avon in reference to an Aggravated Vehicular Hijacking. Officers learned the victim was in the passenger seat of a green Pontiac Bonneville while it was running when a black male entered the drivers side of the vehicle while pointing a gun at the victim. The victim was ordered out and the suspect fled southbound in the vehicle. No one was injured in this incident.
