On Thursday, October 5, 2017 shortly before 1:00 p.m. officers from the Rockford Police Department responded to the 300 block of Cole Avenue regarding reports of shots fired. Upon arrival, officers located a male victim, later identified as 27-year-old Isaiah Starks of Rockford, suffering from an apparent gunshot wound. Rockford Fire Department personnel transported the victim to a local hospital where the victim was pronounced deceased.
Detectives from the Violent Crimes Unit conducted a follow-up investigation into the incident. During the investigation officers and detectives located a subject, later identified as 41-year-old Jamie Spates, who was believed to be involved in the incident. The investigation was later reviewed by the Winnebago County State’s Attorney’s Office. As a result, charges were authorized and a warrant was obtained for Spates. Spates was taken into custody and lodged in the Winnebago County Jail where he is being held in lieu of bond. A photo of Spates is attached.

This is an ongoing active investigation. The Rockford Police Department asks for the public’s help in identifying and locating any witnesses or other individuals involved in the incident. The charges against Spates are merely accusations and not evidence of his guilt. As with defendants in all criminal cases Spates is considered innocent unless proven guilty in court.

Around 1:10 pm today several emergency personnel were dispatched to a shooting victim call in Rockford. It happened near 351 Cole ave in Rockford.
