For the past several months detectives from the Rockford Police Department Sensitive Crimes Unit have been investigating a reported incident of sexual assault to a child under the age of 13 which occurred at a residence in the 2800 block of Kinsey Street. The investigation was reviewed by the Winnebago County State’s Attorney’s Office. As a result, charges were authorized and a warrant was obtained for the 18-year-old suspect, Thomas Bertrand, of Machesney Park.
On Wednesday, September 13, 2017 Thomas Bertrand turned himself in at the Winnebago County Justice Center. He was then lodged in the Winnebago County Jail. A photo of Bertrand is attached.

CHARGE: Aggravated Criminal Sexual Abuse
BOND: $50,000 / 10%
The charges against Bertrand are merely accusations and not evidence of his guilt. As with defendants in all criminal cases Bertrand is considered innocent unless proven guilty in court.
