Update from the RPD:
On Wednesday, May 24, 2017 shortly before 7:30 p.m., officers from the Rockford Police Department were called to the area of 4th Street and 16th Avenue for a report of a shooting victim.
Officers arrived and found the victim, later identified as 12-year-old Donavan Ruland, suffering from a gunshot wound. Rockford Fire was called to the scene and transported the victim to a local hospital where he died as a result of his injuries.
Based on the information available at this time it is believed that at the time of the incident the victim was riding a four-wheeler in the area. While riding in the alley in the 1600 block of South 4th Street the victim was approached by an unknown black male suspect in an apparent robbery attempt. During the incident a shot was fired and the victim was struck one time in the upper body. The suspect then fled the scene on foot.
Detectives from the Violent Crimes Unit are conducting a follow-up investigation into the incident. The results of the investigation were reviewed by the Winnebago County State’s Attorney’s Office. As a result, charges were authorized and a warrant was obtained for the 16-year-old suspect.
WANTED: Juvenile Male, 16-years-old, Rockford, Ill.
CHARGES: First Degree Murder

The suspect has yet to be located and the warrant has not been served. The name and photo of the suspect cannot be released at this time due to his age.

On Thursday, June 1, 2017 at approximately 1:10 a.m., officers from the Rockford Police Department responded to reports of a possible shooting that had taken place inside a residence in the 1400 block of Grant Avenue.
Upon arrival, officers observed the suspect, later identified as 27-year-old Michael Glass of Rockford, inside the residence loading a handgun. Responding officers secured the perimeter of the residence and ordered the occupants to exit the home which occurred without incident. Glass was taken into custody without incident.
During the course of the investigation, officers learned no one had been shot, but Glass had pointed the gun at least one of the occupants inside the residence. Glass is a convicted felon. The facts of the case were reviewed with the Winnebago County State’s Attorney’s Office who authorized the following charges against Glass: aggravated assault with a firearm x 2, unlawful use of a weapon by a felon and violation of firearm’s owner identification card act.
Glass was transported to the Winnebago County Jail and lodged.
The charges against Glass are merely accusations and he is presumed innocent unless proven guilty in a court of law.
Shortly after 1 am this morning several emergency personnel were dispatched to a shooting victim call. It happened in the 1400 block of Grant.
Scanner traffic is saying there is a shooting victim near this location. Several emergency personnel are en route. The alleged suspect is believed to be still inside the residence.
RS Fans reporting the RPD officers are on scene with rifles out.
