Suspect Flees From Police, Crashes Vehicle, Is Arrested
On February 21, 2017 at about 8:00 p.m., members of the Rockford Police SCOPE team were on patrol in the area of Bruce Street and North Rockton Avenue when they observed a vehicle traveling west on Bruce Street at North Rockton Avenue. Officers noticed that the vehicle did not have any license plates. Officers attempted to conduct a traffic stop in the area but the driver failed to stop and fled from officers. Officers did not attempt to chase the vehicle. Moments later, officers heard what sounded like a vehicle accident in the area of North Winnebago Street and Whitman Street. As officers went to the scene to investigate, it appeared the occupants of the suspect vehicle had collided with another vehicle driven by a 51-year-old male. The driver of the suspect vehicle, a white male, fled from the scene on foot. He is still at large.
Officers located two other passengers inside the suspect vehicle, a 19-year-old male and 18-year-old Rockford resident, Juan Recendez. Officers located a handgun inside the vehicle. All three subjects suffered minor injuries and were transported to local hospitals where they were treated and released.
SCOPE officers as well as members of the Investigative Services Bureau conducted a follow up investigation. As a result of this investigation, the case was reviewed with the Winnebago County State’s Attorney’s Office who authorized charges of Aggravated Unlawful Use of a Weapon and No FOID against Recendez. A warrant was subsequently issued for him.
On March 31, 2017 shortly after 9:00 p.m., SCOPE officers located Recendez inside of a residence in the 200 block of Royal Avenue. He was taken into custody and transported to the Winnebago County Jail where he was lodged.

The charges against Recendez are merely accusations. He is considered innocent until proven guilty in a court of law.
