On April 2, 2017, officers from the Rockford Police Department and SCOPE heard shots in the area of Rockton Avenue and Whitman Street. A short time later, officers responded to the 700 block of North Winnebago Street for a report of a potential fight involving multiple subjects. Upon arrival, officers observed several subjects standing in the road fighting. As officers broke up the fight and began speaking with the subjects, one subject walked away. An officer followed that subject and observed him discard a baggie which appeared to contain suspected narcotics. The baggie was found to contain heroin and cocaine. The officer continued to check the area and found a second baggie, packaged the same as the first, containing heroin. 700 N. Winnebago is within 1000’ of Haskell School.
The subject was identified as 35-year-old Brandon Voss of Rockford, who is currently on parole. Voss was charged with Possession of a Controlled Substance with intent 1000’ of school.
Voss was lodged in the Winnebago County Jail.

The charges against Voss are merely accusations and he is presumed innocent until proven guilty in a court of law.
