ROCKFORD, Ill. – On 03/24/2017 at about 8:40 pm, members of the Rockford Police SCOPE team were on patrol in the 1100 block of 7th St. when they observed a white Nissan Maxima driving recklessly in the area. Officers attempted to stop the vehicle but the driver did not comply. The car fled south on S. 6th from 18th Avenue at which point officers discontinued attempting to stop it. Officers observed the car crash into the guard rail at the dead end of 6th Street at 23rd Avenue. Upon reaching the vehicle, officers located the lone occupant and driver, identified as 25 year old Rockford resident, Domonique Walker. Walker was found to be in possession of a handgun. Walker appeared to be suffering from injuries sustained in the crash. He was transported by ambulance to a local hospital for treatment. Officers later learned that Walker was wanted by the Wisconsin Department of Corrections for parole violation. Hospital staff advised that Walker would require surgery. He was placed on hospital hold but not guarded by police due to his condition.
On 03/25/2017 at about 2:30 am, hospital officials contacted Rockford Police and advised that Walker had left the hospital. Further investigation revealed that several subjects came to the hospital to visit Walker. These same subjects were then observed by hospital staff carrying Walker out of the hospital to an awaiting vehicle, identified as a silver Chevy Impala. The vehicle then drove away. Officers reviewed surveillance footage and identified several individuals who were involved. Officers went to an address in the 700 block Sanford Street where they located two persons who assisted Walker. They were identified as 21 year old Rockford resident, LaRog Meadows and 27 year old Rockford resident, Jasmine Robinson. Both Meadows and Robinson were taken into custody. Meadows was found to have a warrant from the Minnesota Department of Corrections for a parole violation. Walker was not located at this address.
Further investigation revealed that Walker had been taken to a residence in the 1000 block of Woodlawn Avenue. Officers went to this address and located Walker. He was taken into custody and transported by ambulance to a local hospital. He is currently under police guard.
The incident was reviewed with Winnebago County State’s Attorney’s office. They authorized the following charges:
Domonique Walker, 25, Wisconsin DOC warrant; other charges pending his release from the hospital.
Larog Meadows, 21, Minnesota DOC warrant, Concealing or Aiding a Fugitive, and Attempted Obstructing Identification.
Jasmine Robinson, 27, Concealing or Aiding a Fugitive.
Meadows and Robinson were both lodged in the Winnebago County Jail. Photos are attached.

Just before 9 PM several emergency personnel were dispatched for a serious accident on Rockford Eastside. It happened in the area of 6th Street and 23rd Ave. It was originally dispatched as 6th Street and 18th Ave. but was updated as 6th Street and 23rd. Injuries were being reported a person was unconscious and not breathing when emergency personnel were dispatched. At the time of writing this there was no other updates. Avoid the area
