On March 19, 2017 at about 9:00 p.m., Rockford Police SCOPE officers were on patrol in the area of Broadway and 23rd Street when they observed a vehicle traveling at a high rate of speed, northbound on 24th Street approaching Broadway. Officers attempted to stop the vehicle in the area of 21st Avenue and 25th Street but the driver did not stop. As the driver attempted to flee from officers, he drove up over a curb at Wesleyan Park, causing extensive damage to the vehicle. The driver eventually came to a stop at Ohio Parkway and Constance Avenue. Officers took the driver, identified as 28-year-old Rockford resident Troy Neal, into custody. Neal was charged with the following offenses:
Aggravated Fleeing to Elude
Revoked Driver’s License
Leaving the Scene of a Property Damage Accident
Stop Sign Violation
Neal was transported to the Winnebago County Jail.

The charges against Neal are merely accusations. He is considered innocent until proven guilty in a court of law.
