ROCKFORD, Ill. On February 24, 2017 at approximately 8:30 p.m., Officers from the SCOPE unit attempted to stop a vehicle at 14th Street and 6th Avenue for traffic violations. The vehicle fled, officers turned off their emergency lights and did not pursue. The vehicle subsequently traveled about four blocks, slid and crashed into a building in the 2200 block of Charles Street. The front seat passenger fled on foot and was not located. The driver, 19 year-old Andre Hanserd, fled on foot but was apprehended quickly after he ran behind the building and fell off a ten foot high ledge into a concrete water drainage ditch. Officers recovered two loaded handguns along with several grams of heroin, crack cocaine, and cannabis.
Hanserd was also found to have an outstanding Department of Corrections warrant and is currently on parole for Unlawful Use of a Weapon and Resisting Arrest.

Aggravated Unlawful Use of a Weapon (2 counts)
Unlawful Use of a Weapon by a Felon
Possession with Intent to Deliver Cocaine and Heroin
Unlawful Possession of Cannabis
Aggravated Fleeing to Elude and several other traffic offenses
Hanserd was lodged in the Winnebago County Jail. No further information is available at this time. Additional information may be released at it becomes available.
The charges against Hanserd are merely accusations and he is presumed innocent until proven guilty in a court of law.
