Many fans have refused to help the Rockford police since they went encrypted. They feel that the police are not transparent and there was many means of keeping the officers safe and using control 5 and other means for sensitive information, instead of completely shutting out the public by fully encrypting. The public have lost trust in the police department since encrypted, and many have refused to help the RPD since the encryption.

CHARGE: 2 Violations of an Order of Protection
BOND: $50,000 and $10,000 / 10%
Carter is homeless and frequents the Rockford Rescue Mission and Carpenter’s Place. Carter is also known to frequent the RMTD Bus Station and typically walks or takes the bus for transportation.
