On September 10, 2016 at approximately 11:10 p.m., members of the Rockford Police Specialized Community Oriented Police Enforcement (SCOPE) team were on patrol in the Blackhawk Housing Development when they observed a vehicle turn onto Buckbee Street from Birch Court without signaling.
Officers conducted a computer check on the vehicle’s license plate and learned that the registered owner had a suspended driver’s license. Officers then observed the driver turn onto Meadow Court from Buckbee Street where the vehicle came to a brief stop, and a male then entered the passenger’s side of the vehicle.
Officers conducted a traffic stop in the 1500 block of Meadow Court and identified the driver as 28-year-old Rockford resident, Tequilla Logwood. Logwood was the registered owner of the vehicle. The front seat passenger was identified as 28-year-old Rockford resident, Ricky J. Guinyard.
During the investigation, officers learned that Guinyard was banned from Rockford Housing Authority property and is currently on parole. A handgun was recovered under the passenger’s seat during a search of the vehicle.
Logwood was charged with Failure to Signal when Required, Driving While License Suspended, and No Insurance.
Guinyard was charged with Unlawful Use of a Weapon by a Felon, Aggravated Unlawful Use of a Weapon, Possession of Firearm by a Gang Member, No FOID card, and Criminal Trespass to Rockford Housing Authority Property.
Logwood and Guinyard were lodged in the Winnebago County Jail.
