On September 23, 2016 at approximately 10:30 p.m., members of the Rockford Police Specialized Community Oriented Police Enforcement (SCOPE) team initiated a traffic stop in the 1000 block of 5th Avenue for a traffic violation. The driver of the vehicle did not stop and was observed disregarding traffic control devices fleeing the area. Officers deactivated the lights and siren and did not chase the vehicle. A short time later, officers observed the same vehicle parked and unoccupied in the 600 block of 16th Street. They observed a male, identified as 24-year-old Rockford resident, Martel Williams, on the front porch of a residence in the 600 block of 16th Avenue. As officers approached, Williams attempted to flee on foot. He was apprehended after a brief foot chase. Williams was found to be in possession of a handgun which was later determined to have been reported stolen from Madison, Wisconsin.

Aggravated Unlawful Use Weapon
Unlawful Use Weapon by a Felon
Possession Stolen Handgun
No FOID Card
Suspended Driver’s License
Failure to Appear Warrant (unrelated)
