SCHOOL ZONE PATROLS LEAD TO DUI ARREST
On Thursday, September 29, 2016, at about 7:30 AM, an employee of North American Fabrication, 2100 block of Charmer Dr., reported that someone in an orange Dodge Ram pickup truck had just stolen property from behind their building.
At about 7:35 AM, officers working a school zone speed detail in front of Windsor School spotted an orange Dodge Ram pickup truck enter the Windsor Elementary school zone.

During a traffic stop on the vehicle, the driver, Todd M. Fischer (43) of Machesney Park, was arrested. He was charged with driving while under the influence of alcohol, driving while under the influence of alcohol with a breath alcohol content of .08 or more & theft.
A passenger in the truck, Paul B. Matthews (52) of Loves Park, was charged with theft.
Both Fischer & Matthews were lodged in Winnebago County Jail. The charges are merely allegations & the defendants are considered innocent, unless proven guilty in a Court of Law.
